you have an obligation to do whatever the court orders you to do. But whatever you and your ex agree to between yourselves is just that, your agreement, and doesn't have the weight of law. If you want to pay him 100% interest that's your decision.
No. If he can charge you interest, the most is probably 10% or half of what he is being charged.
This is BS and may be a criminal violation.
